So what is it?
Evelyn Baring, known in the Middle East by his title Lord Cromer, was the first Earl of Cromer in the English countryside. He was born in 1841 and died in 1917. He served as British Consul General to Egypt from 1879 and was one of the international observers who monitored the Egyptian financial situation during the late reign of Khedive Ismail in 1876. He then returned to Egypt to serve as the British Resident from 1883 to 1907. Baring was instrumental in shaping political life in Egypt for more than three decades, during which he witnessed three of the most prominent rulers of the Alawite dynasty.
