The ruling on saying Bismillah during ablution

He said: [It is obligatory to say Bismillah along with the remembrance]

This is one of the opinions on the issue, and it is a narration from Imam Ahmad, and among those who said it are Al-Hasan and Ishaq. The second opinion is that saying Bismillah is recommended, and it is the opinion of the majority of scholars, and one of the two narrations from Imam Ahmad. This was mentioned in Al-Mughni (1/145). A hadith was reported regarding saying Bismillah during ablution: “There is no ablution for one who does not say the name of Allah over it.” It was narrated by Abu Dawud (101) and others on the authority of Abu Hurayrah, may God be pleased with him.
