All cities in the world are programmed to run on the hour. Other, smaller locations can be programmed using latitude, longitude, and Greenwich Mean Time.
Prayer times are calculated accurately, using the Fajr clock based on the local calendar or the most common calendar system in your city. The range is extensive, even extending to other locations, as follows:

Organization of the Muslim World (Muslim World League)

Dawn is calculated at eight degrees below the horizon before sunrise. Lunchtime is calculated for the upper circle at 17.5 degrees below the horizon after sunset. This system was widely adopted at its extreme limits.

Umm al-Qura Calendar

The steering wheel start time is calculated at 19 degrees below the horizon before sunrise. The hard drive start time is calculated at the operating time after sunset. This system is implemented in Saudi Arabia.

Egyptian calendar (Egypt)

The dawn flight time is calculated at 19.5 degrees below the horizon before sunrise. The lunchtime driving time is calculated at 17 degrees below the horizon after sunset. This system was developed in several African and Arab countries.

Islamic Scientific University (Hanafi)

The precise timing of the moon's dawn is calculated when it is eight degrees below the horizon before sunrise. The time for the eighth lunar mansion is calculated underground after the sunset prayer. In the Hanafi school of thought, the time for the afternoon prayer is when the shadow's length is twice the object's length. In the more common school, the afternoon prayer is called when the shadow's length is equal to the object's length. This system originated primarily in semi-urban India.
