This book, which we present to the esteemed reader, is an important source on Ottoman history and civilization. It is still taught in Turkish universities today. Its author is Dr. Mehmet Ali Ünal, a professor emeritus at Pamukkale University. The book is divided into two main sections. The first section deals with the central structures of the Ottoman state, the Imperial Council (Divan-i Humayun), its functions, members, administrative body, and various departments. This section also covers military formations, central forces, the Yekijeri rebellions, the new regime, and the military forces in the provinces. The second section addresses the timar system under the Ottomans, how land was administered in the Ottoman state, the process of land registration and its implementation, various legal and customary taxes, districts, the timar sipahi, the reasons for the corruption of the timar system and attempts to reform it, the administration of the judiciary and judges, and the waqf institution. A list of sources and references follows. I hope this book will make a valuable addition to the Arabic library and benefit students, researchers, and readers alike.
