That they may contemplate His signs, and that those of understanding may remember

This is a blessed Book which We have revealed to you, [O Muhammad], so that they may reflect upon its verses and that those of understanding may be reminded. (29)
And His statement (A Book which We have revealed to you), God Almighty says to His Prophet Muhammad, may God bless him and grant him peace: And this Qur’an (is a blessed Book which We have revealed to you), O Muhammad, (that they may reflect upon its verses), meaning: that they may reflect upon God’s proofs in it, and the laws He has legislated in it, so that they may learn a lesson and act upon it.
The reciters differed in their reading of this. The majority of reciters read it as (li-yaddabburu) with a ya’, meaning: So that those of your people to whom We sent you, O Muhammad, may ponder this Qur’an. Abu Ja’far and Asim read it as (li-taddabburu ayatihi) with a ta’, meaning: So that you, O Muhammad, and your followers may ponder it.
The first of the two readings that is most correct in our view is to say: They are two well-known readings that are correct in meaning, so whichever one the reader recites, he is correct. (And let those of understanding remember) means: And let those of reason and wisdom consider what is in this book of verses, so that they may be deterred from the misguidance they are persisting in, and may turn to what it has shown them of guidance and the path of righteousness.
And similar to what we said about the meaning of His statement (those of understanding), the people of interpretation said.

Muhammad told us, he said: Ahmad told us, he said: Asbat told us, on the authority of Al-Suddi (those of understanding) he said: those of the people with intellects, and we have explained that before with its evidence, so there is no need to repeat it in this place.
