The novel was first published in 1983, following the rise of extremist organizations and their assassination of Egyptian President Sadat. Naguib Mahfouz conducts an imaginary trial of the leaders, employing Pharaonic heritage to shape his case. Osiris, along with Isis and Horus, listen to the scribe of the gods' account of each ruler's deeds.

The "Before the Throne" court is not concerned with the controversial details, but rather with the achievements already made. The conflict reaches its peak between the leaders of the liberal Wafd Party and the leaders of the July State.
