This book is by the learned jurist and hadith scholar Abdullah bin Wahb Al-Qurashi Al-Masry, the Maliki jurist from the Abbasid era. He lived in Egypt and was born in Fustat in the year 125 AH. He was a companion of Imam Malik for more than twenty years and spent his life seeking knowledge.
Abu Hatim Al-Razi said about him: He is truthful and has good hadiths.
Al-Dhahabi said in Siyar A’lam al-Nubala’ (We have been informed that Imam Malik used to write to him: To Abdullah bin Wahb, the Mufti of the people of Egypt, and he did not do this with anyone else. Ibn Wahb and Ibn al-Qasim were mentioned to him, so Malik said: Ibn Wahb is a scholar, and Ibn al-Qasim is a jurist).
