Sheikh Abdul Latif, who was raised in a religious environment, assumed the duties of the judiciary and fatwa in Al-Ahsa in the year 1307 AH - 1889 AD. He is considered the first to assume the fatwa in Al-Ahsa. Imam Abdul Rahman Al-Faisal visited Al-Ahsa while he was on his way to Kuwait, accompanied by his sons Abdulaziz, Muhammad and Abdullah Binjalawi. The Mufti of Al-Ahsa and its judge, Sheikh Abdul Latif bin Abdul Rahman Al-Mulla, went to them and invited them to lunch. Imam Abdul Rahman accepted his invitation and came to the house of the pledge accompanied by his sons and his entourage. When he wanted to leave, Sheikh Abdul Latif presented him with a copy of Sahih Al-Bukhari, which he accepted.
