On Reforming the Ruler and the Ruled

Introduction

In the Name of Allah, the Most Gracious, the Most Merciful

Indeed, all praise is due to Allah. We praise Him, seek His help, and ask for His forgiveness. We seek refuge in Allah from the evils of our souls and the wickedness of our deeds. Whomsoever Allah guides, none can lead astray, and whomsoever He leads astray, none can guide. I bear witness that there is no god but Allah alone, without partner, and I bear witness that Muhammad is His servant and messenger. May Allah's peace and blessings be upon him, his family,

and his companions, and upon those who follow them in righteousness until the Day of Judgment, and grant them abundant salutations. To proceed: It is by Allah's success, glorified and exalted be He – and to Him belongs all praise and gratitude – that He made it easy for His Eminence, the scholar, our teacher and father, Muhammad bin Salih Al-Uthaymeen – may Allah have mercy on him – to comment on the book (Al-Siyasa Al-Shari'ah in Reforming the Ruler and the Ruled) by Shaykh Al-Islam Taqiuddin Ahmad Abd Al-Halim bin Abd Al-Salam Ibn Taymiyyah Al-Harrani, who passed away in the year (728 AH) (), may Allah encompass him with His vast mercy and pleasure, and admit him to His spacious gardens, and reward him generously for what he presented (1) for Islam and Muslims.

This audio-recorded commentary by His Eminence – may Allah have mercy on him – was made during the period from (5/6/1414 AH – 3/9/1414 AH) as part of the scholarly lessons he used to hold in his mosque in Unaizah (2).

He – may Allah have mercy on him – used to emphasize the importance of this book by Shaykh Al-Islam Ibn Taymiyyah – may Allah have mercy on him – and give it great attention, saying: "Every official in any department should read it and reflect on what is in it, because it is very beneficial."

And in an endeavor to spread the benefit of these scholarly commentaries, and in implementation of the rules and directives established by His Eminence our Shaykh – may Allah have mercy on him – for publishing his works and lessons, the scientific department of (Sheikh Muhammad bin Salih Al-Uthaymeen Charitable Foundation) in this edition reviewed the book and benefited from the observations of the esteemed readers on the first edition of the book in

(1427 AH).

We ask Allah the Almighty to make this work sincerely for His Noble Face, in accordance with His pleasure, beneficial to His servants, and to reward His Eminence our Shaykh on behalf of Islam and Muslims with the best reward, admit him to His spacious gardens, multiply his reward and recompense, and elevate his rank among the guided. Indeed, He is All-Hearing, Ever-Near, Responsive. And may Allah's peace, blessings, and benedictions be upon His servant and messenger, the Seal of the Prophets, the Imam of the Pious, the master of the first and the last, our Prophet Muhammad, and upon his family, companions, and those who follow them in righteousness until the Day of Judgment.
